Sir:-

I have the honour to acknowledge receipt of

Sir E. Satow's Note of March 17th last on the subject

of the export duty imposed in Formosa on Oolong and

Powching teas.

Her Majesty's Government are, it appears, of the

opinion that the imposition of export duty on tea

exported from Formosa and no such imposition on tea

exported from Kobe is at variance with Article VI of

Duty

the Treaty between Japan and Great Britain.

is, however, levied on tea exported from Formosa

whether its destination is Great Britain or the United

States and no duty is levied on any tea exported from

Kobe whether its destination is Great Britain or the

United States and in short tea cxported from any port

whatsoever
